The Housing Authority of the City of Benicia (BHA) is a separate and distinct public agency governed by a Commission, which is appointed by the Council Members of the City of Benicia. The current commission consists of seven members, including two tenant members. BHA administers and operates housing programs both federally and state subsidized.
